Crowley's appointment requires a vote of at least 10 out of 15 members in their favor. It remains unclear how the vote will last because four council members were behind bass during the press conference when they announced the decision to remove crowley.

The council member Bob Blumenfield believes that it is in the mayor's right to rent and fire.

The Los Angeles City Charter gives the mayor the opportunity to remove most department heads, including the fire chief, without the consent of the council.
