Pavel Durov, CEO of Telegram, returned to Dubai, he said on Monday, seven months after the arrest in France, for charges that the platform was used for criminal activities.

A spokesman for the public prosecutor in Paris announced NBC News that Durov would continue to be examined.

Durov, a mysterious Soviet Tech entrepreneur who has long claimed as an advocate of freedom of speech, was arrested in Paris in August. The public prosecutor in Paris said that he was arrested, among other things, as part of a larger examination of the “complicity” of the platform in alleged crimes in connection with the gender abuse of children (CSAM).

Last autumn, Durov announced after his release from law enforcement authorities in France to improve the reaction of telegram to criminals that abuse the platform.

Telegram has its headquarters in Dubai and is rare under global social media platforms because they are neither the United States nor in China. It has been particularly popular in the Middle East, Eastern Europe and Russia and has become popular in some of the American Right in recent years.

Thanks to its history of the explicit avoidance of moderation that Durov equated with censorship, Telegram has attracted terrorists, cybercriminals and people who pass in the child abuse of children for a long time.

As NBC News reported in August, Telegram was previously the only large social media platform that refuses to work with one of the great international child safety organizations to combat CSAM.

In December, Telegram announced that the Internet Watch Foundation, based in Great Britain, has teamed up in order to automatically mark and remove this material.

Despite Durov's promise to reduce the abuse of his platform, it is still a preferred platform for some cybercriminals. An NBC messages examination in text messages last week that Chinese-speaking cyber criminals that sell software for fake credit card payments routinely use telegram to advertise.
