Appleton will refuse to apply for advertisements to protect the community

The licenses were sought by Yanda's sales and Kagen Whiting, both from Green Bay.

Appleton-Die Stadt is ready to deny two commercial advertising from door to door, one of the past due to high-pressure sales tactics a decade ago and one due to criminal behavior in the past.

The security and license committee unanimously voted to reject an advertising material for the distribution of Green Bay in Yanda due to their predatory methods, intimidation and disregard for the license requirements. The matter is viewed by the Common Council on Wednesday.

According to a report from the health company, Eric Maggio, representatives of the distribution of Yanda in August 2014 a vacuum system in Yanda sold a vacuum system of USD 3,078. Two male lawyers arrived in the woman's wife, whereby a flirt as a tactic manipulating her she manipulated her. A third man joined them and escalated the pressure.

The woman felt intimidated and scared and believed that the only way to leave her to leave was to buy the vacuum, said Maggio.

A worried friend of the woman reported the situation. Appleton found that the lawyers were licensed without the necessary commercial advertising, even though they were aware of the city's license requirements.

Only after the city threatened quotes and legal steps did Yanda's distribution refunded the purchase.

“The enabling of this company can be an unacceptable risk, especially for those who are susceptible to coercive tactics,” Maggio told the committee in a memorandum.

The security and license committee unanimously voted to refuse an advertising material for Kagen Whiting from Green Bay, an employee of the distribution of Yanda, to protect the public. This matter will also come before the council on Wednesday.

Whiting was convicted of six crimes: disordered behavior and resistance or disability of an officer in 2013 in Winnebago County, three cases of sexual assault fourth degree in 2015 in the district of Oconto and possession of drug utensils in 2018 in Calumet County.

The Appleton Police Lt. Ben Goodin said that the convictions were relevant for the advertising certificate, since from door to door to the sale of vacuum and other cleaning products, increased opportunities for the same behavior would be offered.

“Mr. Whiting will interact with numerous Appleton citizens in or in their houses,” said Goodin to the committee. “These convictions with a specific focus on the convictions of sexual attacks relate significantly to the activity for which the license is sought.”

The commercial advertising by licensees is permitted daily from 8 a.m. to 8 p.m. in Appleton.
