The police authority of the Coffee County Board of Education asked the GBI to ask in February 2024 after someone had told him that Goddard and another person were observed how a tracking device put a teacher's car on school. Goddard was employed as a code Enforcement Officer of the city of Douglas and was a post -certified law enforcement officer of Georgia. Goddard was said to be monitored by another person at the behest of Waldron.

Waldron already served his federal penalty when the GBI agents accepted arrest warrants against him because of his alleged participation in the surveillance case. When Waldron was released from prison, he reported to Coffee County's prison, where he was booked for illegal listening or surveillance and false statements. Waldron was published shortly after the booking in Bond.
