The three-member Justice Commission was set up by the Uttar Pradesh government led by Yogi Adityanath with Justice (retired) Brijesh Kumar Shrivastav as chairman together with the former IAS officer Hemant Rao and the former IPS officer Bhavesh Kumar.

2.5 to 3 Lakh took part in the event

The investigation showed that the chief organizer of the event, Dev Prakash Madhukar, had submitted a formal application to the sub-divisional magistrate (SDM) of Sikandrarao on June 18, 2024 to gather a meeting of 80,000 people. But the actual turnout was between 2.5 and 3 lakh, it said.
