How do aluminum foil manufacturers react?

Recently, the inland market protection department of the Eurasian Business Commission announced the final decision on the anti-dumping examination of the Chinese aluminum foil. It found that the products involved were unloaded and damage caused, which recommended the introduction of anti-dumping tasks for a period of five years. The specifications of the aluminum film involved are thick of 0.0046 mm to 0.2 mm, widths from 20 mm to 1,616 mm and over 150 meters. The HS codes of the products involved are 7607111109, 7607111909, 7607119000, 7607199009, 7607201000 and 7607209000. 17.16 percent and all other Chinese producers 20.24 percent.

The Eurasian Wirtschaftsunion, founded in 2015 and also known as the Eurasian Economic Commission, includes Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia as Member States.

As the world's largest exporter of aluminum film, China accounts for around 60 percent of global aluminum foil production. In 2024, the China's aluminum foils reached 1.557 million tons, an increase of 246,400 tons and one year by 15.83 percent. Throughout the year 2024, the China's aluminum film was mainly determined for Russia with an export volume of 32,000 tons, which was about 2 percent of the total annual exports of Chinas.

According to SMM, some related aluminum foil companies stated that aluminum foil products are still being exported normally among the HS codes involved. In the meantime, companies are discussing internal countermeasures. If the decision is officially implemented, consider to maintain the current export value through the re -export trade. However, they do not rule out the possibility that the import countries do not use capacities that are not used for similar products or carry out anti-dumping examinations for renewed exporting countries according to the principle of “equal treatment”. Therefore, companies stated that they also prepare for the worst-case scenario to give up this part of the export market share, to move to the domestic market or to explore other overseas stores.

In summary, the final decision of this anti-dumping examination has not yet been officially implemented. Due to the actual data and the feedback from companies from companies, however, it is unlikely that the value of aluminum foil exports in the Eurasian Economic Union countries significantly influence the market structure for the market structure for domestic aluminum foils, be it from a national or corporate perspective.
