According to court files, the Knoxville police officers were sent on March 14 at around 6:33 p.m. for a man who broke a window in the El Rey Azteca Mexican Restaurant in Knoxville. The man was later identified as a 43-year-old Curtis Redmon from Knoxville. The officials were informed that Redmond ran to the east in the Montgomery St. and three people gave the same description of Redmon to the dog with whom he was with. Around 7:07 a.m. the same night, the officials received a call from the man who met the description of Redmon, and were then called in the 600 block of the E Main St. for an ongoing fight. One of the parties that went away from the fight corresponded to the description of Redmon.

The officials arrived and asked Redmon to get to the ground, and he allegedly did not follow up and continued, so that the officials gave more verbal commands that Redmon had not kept and was then addressed to the ground.
