Nationwide arrest warrants for men who are accused of sexually attacking the St. Cloud College students

Two men were accused of sexually attacking a student of the central -Minnesota student, and nationwide arrest warrants were issued for their arrest.

The 20-year-old Dipak Phayal is charged with criminal sexual behavior of the first and third degree as well as the support of the first degree sexual behavior. 19-year-old Sujan Tamang stands two cases of the first degree sexual behavior and a count of the same fourth degree.

The two men are accused of forced a student in their dormitory in First Avenue South in St. Cloud in the early morning hours of November 1st and then sexually attacked them.

After reporting the alleged attack, an official of public security identified Phayal and Tamang as a suspect, the complaint said. They were allegedly seen in the surveillance video that depends in the dormitory lobby when the woman returned to her dormitory and then went and came back after she had changed clothes.

According to the complaint, an Instagram account under the name “Dipak Phuyal” wrote to her in order to examine hours after the alleged attack.

Both men contested interviews with the police. DNA samples, which were taken during a medical examination of the victim, both voted together after the complaint.

Pensions say that both men have left Minnesota, their whereabouts are unknown and “there is a significant probability [they] Will not respond to a summons. ”

Andrew Kaehler, Executive Director of the Central Minnesota Sexual Assault Center, is that his organization covers four counties, including Stearn's County.

“We always have an open-toed policy with individuals here,” said Kaehler. “We are a 24-hour crisis intervention agency and as a non-profit organization we offer everyone confidential services.”

He encourages every survivor of attacks not to be afraid to demand help.

“Just know that there are safe spaces for individuals and their voice deserves to be heard,” he said. “It doesn't matter which time frame it happened. There will always be a lawyer with whom you can share your story.”
