A total of 324 licenses are awarded in the lotteries this spring. Here is a breakdown of the licenses according to type. Half of the licenses for each type is reserved for applicants for social equity.

On February 17, when the application window was opened, OCM also sent feedback to social equity applicants who were denied in autumn and explained what they had to repair for restoring. The state's social equity program is intended to help people who are negatively affected by previous cannabis bans, veterans and people who live in areas with high poverty in order to compete with better financed entrepreneurs.

In November 1,169 of 1,817 social capital applications were rejected, which led to the criticism that the state enabled applicants to remedy what they consider to be smaller paperwork. This led to complaints against the state, which decided to terminate a lottery in autumn that would have made it possible for some licenses to be issued earlier.

Collins defended the process and said that the state's cannabis laws were designed with the intention of quickly pursuing those who could fill their applications correctly.

“We know that this process was complex, but the vision was that the most prepared cultivations could get going,” said Collins.

The lawyer of Edina Cannabis, Carol Moss, said that she was particularly frustrated about the decision of OCM to cancel the autumn lottery, as this deteriorated the opportunities for potential business owners.
